acts do not constitute a double genocide, 68 a relative disallowing Capital Punishment in a Society comparison of atrocities does little to diminish a victim's suffering or eliminate his or her right to redress. And in the following decades, regimes under both Hutu ultra-nationalists and moderate conciliators would demonstrate how the labels of Hutu and Tutsi could be molded and twisted to fit political expediency. By the end of the 1980s some 480,000 Rwandans had become refugees, primarily in Burundi, Uganda, Zaire and Tanzania. In October 1993, the Security Council established the United Nations Assistance Mission for Rwanda (unamir) with a mandate encompassing peacekeeping, humanitarian assistance and general support for the peace process. 37 The argument could be made that severe measures are necessary to combat something as grave as a genocidal mindset. During the early 1990s the Hutuswho comprised a significant majority of the Rwandan populationwere being manipulated as political tools by President Juvnal Habyarimanas regime. The mission, called Operation Turquoise, saved hundreds of civilians in South West Rwanda, but is also said to have allowed soldiers, officials and militiamen involved in the genocide to flee Rwanda through the areas under their control.

Get the facts.
Rwanda: A Brief History of the Country By 1994, Rwandas population stood at more than 7 million people comprising three ethnic groups: the Hutu (who made up roughly 85 of the population the Tutsi (14) and the Twa (1).
The Rwandan genocide, also known as the genocide against the Tutsi, was a genocidal mass slaughter of Tutsi in Rwanda by members of the Hutu majority government.

One need only mention the war crimes committed by the RPA to become a quick enemy of the state. Perhaps by taking proactive steps to combat its causes, we can correct the belief that conflict somehow erupts spontaneously and prevent the outbreak of violence before it claims so many lives. United Nations referendum that same year, Belgium officially granted independence to Rwanda in July 1962. These four groups were the main architects of the Rwandan genocide and by the time President Habyarimana's plane was shot down on April 6, 1994; they were more than ready to also serve as its executioners. Although domestic actors have their hands tied, there is much that the global community can. 35 Today, instead of Hutu against Tutsi, the 'us-versus-them' is one of political loyalties. 14 Tutsis were viewed not as the rightful rulers that the Belgians claimed they were, but as foreigners from northeast Africa who invaded rightful Hutu territories. One month later, the Hutu political elites responded with their own declaration, the Bahutu Manifesto. Neighbours killed neighbours and some husbands even killed their Tutsi wives, saying they would be killed if they refused. The end of the genocide resulted in the election of a Tutsi governmentthe Rwandan Patriotic Front (RPF).
